Ericka Dunlap

Board Chair

Ms. Dunlap joined ONIC’s board in 2018 and is an award-winning Public Relations Strategist, Author, Entrepreneur, and the distinguished winner of Miss America 2004. She is currently the CEO and Principal Consultant of Crown Communication Group, a strategic consulting firm focused on enhancing brand relationships and reputations. Ms. Dunlap is also a passionate advocate for the Arts and serves as Executive Producer for various productions. With her extensive experience in the beauty and entertainment industries, she has become a trailblazer in creating innovative strategies that drive brand success.

In addition to her professional achievements, Ms. Dunlap is deeply involved in several civic organizations, including the American Heart Association, NAMI, and Delta Sigma Theta Sorority, Inc. Her commitment to community solutions is further reflected in her previous candidacy for public office and her current role as ONIC’s Board Chair. Ms. Dunlap holds a Bachelor of Arts in Advertising and Public Relations from the University of Central Florida.

Cindy Colvin

Vice Chair

Ms. Colvin joined ONIC’s board in 2019 and is a 20+ year veteran of the financial services industry. She is the managing director of the LIHTC syndication platform for Advantage Capital, an impact investment firm. Prior to joining Advantage Capital, she held various positions at Truist Bank with her last position being the head of CRE Credit Delivery. Ms. Colvin has a degree in Finance from the University of Florida and an MBA from the Terry College of Business, University of Georgia.

Milton W. Carroll, Jr.

Secretary & Treasurer

Mr. Carroll joined ONIC’s board in 2021 bringing with him a wealth of experience in finance that spans three decades. Throughout his career, he has held several leadership roles at Bank of America, First Union Bank, and Fifth Third Bank. Currently lending his expertise at FAIRWINDS credit union, Mr. Carroll specializes in delivering loan and treasury solutions. His success is evident in the genuine relationships he cultivates with clients and the Central Florida community. Mr. Carroll holds a Bachelor of Science degree in Business Management & Entrepreneurship from Louisiana Tech University.

Ralph Armstead

Mr. Armstead joined ONIC’s board in 1985 and is a distinguished attorney with almost 50 years of experience serving Orlando, Florida. Throughout his career, Mr. Armstead has been a tireless advocate for civil rights, human rights, and various community causes, receiving numerous prestigious awards for his dedicated service to the community. He is currently an active member of the Saint Mark African Methodist Episcopal Church and serves on the School Board of Cornerstone Charter Academy. Upon graduating Morehouse College with a Bachelor’s of Arts in Political Science, he served as a military policeman, later earning his law degree from Florida State University College of Law.

Eddie Brown

Mr. Brown has been a dedicated member of the ONIC Board since 2004, serving two terms as its Board Chair. Currently, he holds the position of Program Manager at the Orange County Community & Family Services Department – Community Action Division. In this role, his primary focus is on working with individuals and families, assisting them in achieving self-sufficiency. Prior to his current role, Mr. Brown dedicated over 20 years of service at the Naval Air Warfare Center. During this time, he graduated from the Defense Security Institute with a focus on Information, Personnel, and Industrial Security. Beyond his professional endeavors, Mr. Brown is an active member of various community organizations. He is a member and past President of the Orlando Alumni Chapter of Kappa Alpha Psi Fraternity, Inc., a member of 100 Black Men of Greater Orlando, and an active participant at St. Mark A.M.E. Church. Additionally, he has contributed his expertise as a member of the City of Orlando Code Enforcement Board. Mr. Brown holds a Bachelor’s Degree in Psychology from Florida Southern College.

Derek Burke

Mr. Burke is a long-serving board member (1997) and a former chair of ONIC. He is the president of the civil engineering consulting firm WBQ Design & Engineering, Inc., headquartered in Orlando, Florida. He has also served in leadership positions on numerous civic and corporate boards, including the Orlando Chamber of Commerce and the Orlando Downtown Development Board. Mr. Burke has a bachelor’s degree in civil and structural engineering from the University of Bradford, UK, and a master’s degree in transportation engineering from the University of Central Florida.

Dr. Kim Pizarro Cruz

Dr. Pizarro Cruz joined the ONIC Board in 2021 and was a former Hidden Cove resident of seven years. She is recognized as ONIC’s Ambassador for helping to establish ONIC’s Resident Services Program’s first youth program and for overcoming life challenges with the help of community resources. Dr. Pizarro Cruz is the Chief Goal Getter at Let’s Grow Institute where she equips and inspires people to achieve their goals with execution plans. She earned her Doctor of Business Administration degree from Walden University and currently works in post-secondary education coaching leaders on professional development.

Craig Ridinger

Mr. Ridinger has over 30 years of experience in commercial lending and has been an ONIC board member since 2003. He has worked with PNC Bank for the past 13 years after spending 12 years with Bank of America and six years with a regional bank specializing in single-family development and construction. Mr. Ridinger holds a finance degree from the University of South Florida.

CATHERINE STERBA

Member

Ms. Sterba joined ONIC’s board in 2021 after working with ONIC on various projects as a banker. She is currently the Strategic Initiatives Manager in the Community Investment Services Department of the FHL Bank of Atlanta, after a career in the Orlando market in various regional and community banks and organizations where affordable housing was frequently her focus. Ms. Sterba has a B.S. in Mathematical Economics from Wake Forest University and an MBA from Rollins Crummer School.

Claire F. Raley

Ms. Raley has over 40 years of experience as a community development and affordable housing professional through her work with nonprofit, for-profit, and public sector organizations. She joined ONIC’s board in 2025 after working with the organization for many years as a funder while serving as a community development executive for several national and regional banks. Since retiring in 2024, Ms. Raley continues to lend her community development expertise to several other nonprofit organizations. She has a Master of Public Administration from Florida International University, a Bachelor of Science from Florida State University and an Associate of Arts from Miami Dade College.

Alfred Arzuaga

President

Mr. Arzuaga is responsible for the overall administration of the Corporation. He has over twenty years of experience in the Housing and Community Development fields, including management positions with the City of Orlando Housing and Community Development Department, Habitat for Humanity of Jacksonville, the Virginia Department of Housing and Community Development, among other positions in the public, private and non-profit sectors. Mr. Arzuaga holds a B.A. from the University of Wisconsin at Milwaukee, and a Master of Urban and Regional Planning with a Graduate Certificate in Urban Revitalization from the Virginia Commonwealth University. The National Development Council has also certified him as a Housing Development Finance Professional.

Victoria Scott

C.P.A., CFO, Vice President

Ms. Scott oversees all financial matters of the Corporation. This includes financial analysis of prospective projects and monitoring of existing communities, as well as internal financial management. She is also responsible for compliance with government programs. Previously she was an accounting manager for the Walt Disney World Company and a senior consultant with Ernst and Young, where her specialty was tax-exempt organizations. Ms. Scott graduated from Florida State University with a B.S. in accounting.

Alexis Collins

Vice President of Resource Development & Resident Services

Ms. Collins is responsible for creating and developing plans to create a pipeline that provides the necessary resources to achieve ONIC’s strategic goals. In her 20 years with ONIC, Ms. Collins has cultivated partnerships, secured funding to support programs and initiatives, and has developed ONIC’s Resident Services Program to meet the needs of its communities. Ms. Collins is a certified coach and a specialist in Affordable Housing Management through the Consortium for Housing and Asset Management. Ms. Collins holds bachelor’s degree in psychology from the University of Surrey, United Kingdom.

LaSonashia Williams

Resident Services Manager

Ms. Williams is responsible for the oversight of the Resident Services Program, the cultivation of key stakeholders, and the direct supervision of Resident Services staff. With more than 20 years of service at ONIC, Ms. Williams embodies an ONIC success story, as a longtime resident, Ms. Williams started as a volunteer, transforming through the journey of roles including Resident Services Coordinator and Youth Manager. Ms. Williams has received a bachelor’s in Integrative General Studies with a double minor in Human Services and Diversity & Social Inequality. Ms. Williams is dedicated and passionate about empowering individuals, families, and fostering positive change within communities.

Fanieza Ghani

Corporate Governance Manager

Ms. Ghani handles all corporate matters for the Corporation. Her experience includes time with Bank of America, 12 years at J.P. Morgan, and 6 years at Bank of New York in New York City. She joined ONIC in 2000.

LORETHA DAWSON

Youth Programs Specialist

Ms. Dawson is responsible for outreach, marketing, and youth recruitment while providing invaluable support to instructors in ONIC’s place-based youth programming. Her role extends to handling administrative and record-keeping responsibilities to ensure programmatic compliance. Over her 15-year career with ONIC, Ms. Dawson has not only cultivated a strong rapport but has also established enduring relationships with youth and their parents/guardians within ONIC’s communities. As a certified Youth Development Professional, Ms. Dawson is driven by the success of the young people she has mentored, helping them navigate challenges and reach their full potential. She has been with ONIC since 2008, dedicating herself to inspiring and supporting youth.

Serena Jones

Communications & Marketing Manager

Ms. Jones is the Communications & Marketing Manager at ONIC, responsible for increasing the visibility of the organization’s impact by sharing initiatives, events, projects, and programming successes to the broader community. Since joining ONIC in 2012, first as an AmeriCorps VISTA and then as a Resident Services Coordinator, she has developed relationships with many partners in the community and has experienced the impact that affordable housing with accessible Resident Services can have in a resident’s life. Ms. Jones is a 2009 graduate of New College of Florida with a bachelor’s degree in International Studies and is a HUD-certified Housing Counselor.

Santiago Sarria

Resident Services Coordinator

Mr. Rivera joined ONIC in 2022 as a Resident Services Coordinator. He is responsible for coordinating and implementing activities and programming that enhances residents’ quality of life. With previous experience at Heart of Florida United Way and as an AmeriCorps Public Ally, Santiago builds relationships with residents and external partners to foster resident leadership and increase access to resources. He is currently pursuing a Master’s in Public Policy at the University of Central Florida while developing skills as a financial coach. In his free time, Santiago enjoys bouldering, music, and family time.

Kysa Donawa

Resident Services Coordinator

Ms. Donawa is a Resident Services Coordinator with ONIC, where she focuses on helping residents access community resources to improve housing stability. She has been with ONIC since 2010, serving in various roles including Workshop Facilitator and Site Manager. Ms. Donawa is dedicated to her work as a Coordinator, serving as a vital link between the communities she works with and the agencies that offer essential resources. She holds a bachelor’s degree from Central Methodist University and various certifications in domestic violence, crisis intervention, case management, and economic self-sufficiency.

DANDAN MARTELLO

Senior Accounting Manager, C.P.A, C.M.A

Ms. Martello joins ONIC in 2023. She is responsible for overseeing the day-to-day accounting activities and financial reporting. Ms. Martello has been working in not-for-profit accounting since 2016; previously as an accounting manager at a San Diego not-for-profit organization, she holds a Master of Science in Accounting from University of Illinois-Chicago and a Bachelor’s degree in Economics from Liaoning University, China.

Maureen MacKenzie

Accounting & Office Manager

Ms. MacKenzie holds a degree in Marketing from University of Central Florida. In addition to her responsibilities with Human Resources, she also supports the accounting and administrative teams. She joined ONIC in June 2021.
