Our Theory of Change

People in stable, affordable, & service-enriched housing are health- ier, perform better in their jobs and in school, and consume fewer public resources. Stable housing improves individual lives and communities, saves taxpayer money, and creates wealth. See attached Theory of Change chart.

Strategic Goals

Our PRODUCTION GOAL is to promote the preservation and sustainability of existing affordable housing and the production of new affordable housing through acquisition and rehab or new construction.


  • To provide a safe, stable community environment and variety of opportunities that enable residents to improve their lives.
  • To ensure the long-term physical and financial health of the housing assets and operation of the corporation
